New Code / Surface Parking

CIG-8

Observation

The surface parking lots are destructive to the pedestrian quality of Downtown.

Discussion

The off-street parking requirement is antithetical to urbanism, creating open parking lots and leading to “dingbat” solutions in which buildings sit on stilts above large parking lots.

Recommendation

Require on-site parking in the first layer to be masked by building. (See Downtown Zones/ Parking Requirement).
