East Boulevard is an elegant thoroughfare blighted by a number of parking lots along its edges.
The street needs spatial definition to be successful, but the parking lot owners do not want to lose parking spaces. The solution is to lease the edges of their lots free to developers to build liner housing.
Encourage liner buildings on these lots. Note: This strategy can and should be used throughout Beauregard Town.
